eastasiaforum: In a 2006 speech, Cambodian Prime Minister Hun Sen praised China, saying that ‘China talks less but does a lot’. China is certainly doing a lot in Cambodia, becoming the country’s largest aid donor and source of foreign investment. Between 1994 and 2013, Chinese investment in Cambodia was about US$10 billion, focused mainly on agriculture, mining, infrastructure projects, hydro-power dams and garment production. To understand Southeast Asian parenting and chlld-rearing practices, we must first understand the cultural values and beliefs that influence parents, especially regarding family life and interpersonal relationships.

Traditionally, Southeast Asians tend to have a large extended family, usually up to three or four generations living together (Vandeusen et al., 1980). Nuclear families typically have four to eight children, depending on socioeconomic status and ethnic group. chathamhouse – Despite its dramatic rejection of the South China Sea arbitration case initiated by the Philippines, China is gearing up to play a much larger role in the evolution of the international legal system.

It is tempting to read China’s refusal in this case to acknowledge the jurisdiction of the arbitral tribunal in The Hague as the defiance of an arrogant superpower that views itself as above international law. No doubt many in Manila, Washington and elsewhere are purveying this view. But there is more here than meets the eye.

It’s no secret that displeasure — if not hostility — to the policy prescriptions suggested by the Washington-based institution was a key driver behind ASEAN+3. When the global financial crisis spurred the development of the Chiang Mai Initiative Multilateralisation (CMIM) and the launch of the ASEAN+3 Macroeconomic Research Office (AMRO), it seemed that ASEAN+3 was finally setting up the structures to free itself from any future dependence on the IMF.But even as the ASEAN+3 grouping’s finance ministers and central bank governors gathered in Frankfurt for their 19th meeting a few days ago, it has become clear that ASEAN+3 needs to embrace the IMF if it is to transform into an essential feature of regional governance in East Asia. Over the last two days, ASEAN reportedly released a strongly worded statement showing unity against China over the South China Sea. Within hours, the statement had been retracted, with some Southeast Asian countries declaring it had been issued in error.

Việc ASEAN rút lại tuyên bố chung về Biển Đông tại hội nghị Côn Minh hôm 14/6 thể hiện khối ASEAN chưa tìm kiếm được tiếng nói chung về vấn đề này. Tuy nhiên khác với năm 2012 khi hội nghị thượng đỉnh ở Campuchia không ra được tuyên bố chung, lần này tuy tuyên bố chung không được công bố nhưng các nước đã thảo sẵn một tuyên bố và cho phép các nước có quyền ra tuyên bố riêng sau hội nghị nếu muốn. Đặc biệt việc Malaysia cung cấp nội dung tuyên bố cho thông tấn quốc tế rồi sau đó Ban thư ký ASEAN thu hồi đã khiến câu chuyện trở thành tâm điểm truyền thông.

Dung is 31. She works in a footwear factory in Vietnam and rarely gets a day off. She has high hopes for her 5 year-old daughter and new baby son.
