TTCT – Đề xuất cắt giảm tỉ lệ thu ngân sách được giữ lại của TP.HCM từ mức 23% xuống còn 18% cho giai đoạn 2017-2020 đang tạo ra những quan ngại về khả năng duy trì sự phát triển bền vững trong tương lai không chỉ của TP.HCM.

Thay đổi nguyên tắc phân chia nguồn thu như thế nào?
Chuyên gia e ngại nếu bị cắt bớt ngân sách, TPHCM sẽ thiếu tiền đầu tư cho phát triển.

Trong bài viết này tôi không tập trung vào phân tích con số cắt giảm 5% hay 3% là hợp lý hay không hợp lý. Tôi cho rằng phản ứng này của TP.HCM là hệ quả tất yếu của cơ chế phân chia ngân sách bất hợp lý giữa chính quyền trung ương và địa phương của Việt Nam hiện nay. Mặc dù Chính phủ đã chỉ đạo tạo điều kiện để từ năm 2017, 100% người nhiễm HIV phải được cấp thẻ bảo hiểm y tế (BHYT). Tuy nhiên, theo Bảo hiểm xã hội Việt Nam, tính đến nay mới có khoảng 40% người nhiễm HIV có BHYT và được chi trả trong quá trình điều trị tiếp cận với thuốc dự phòng chống miễn dịch ARV.

Đây thực sự là một khó khăn cho người nhiễm HIV, khi Việt Nam không còn được hỗ trợ tài chính từ các tổ chức và quỹ phòng chống HIV như trước năm 2016 và tiến tới cắt đứt hoàn toàn trong thời gian tới.

Remember the messy bunches of wiring you’ve got caught up in, possibly more than once, on the streets of Hanoi?

Professional engineers have recently named the city’s wiring among the worst in the world.

Members of the U.K.-based Institution of Engineering and Technology, one of the world’s largest engineering institutions, have named Hanoi as the third most dangerous places for wiring on the planet, after cities in India and the Maldives.

Engineering and Technology, the institution’s award-winning magazine, surveyed 38,000 engineers to compile the worst and most dangerous examples of electrical wiring around the world.

More than 500 examples were submitted and readers were asked to vote for installations that veer the farthest away from safe and sensible standards.

An office block in Madras in eastern India was named the worst installation after receiving more than 50 percent of the votes, while second place went to a hotel in the Maldives.

A street installation in Hanoi took third place. It is a collection of telecom, lighting and possibly mains cables, and according to E&T, it is “impossible” to tell the exact details as all of the cables are black.

“Fingers crossed for customers asking for support with wiring emergencies!” it said.

Nearly 60 percent of all fires and explosions that occurred in the country in the first six months of this year started from electrical problems, said the Ministry of Public Security.

On November 1, a massive fire from a billboard short circuit killed 13 people in Hanoi.

E&T’s readers found that unsafe wiring is not just a problem in Asia. Two of the top 12 examples of dangerous wiring are in France.

In 2013, Bill Gates surprised many around the world when he shared a photo of a utility pole with messy wiring in Vietnam on Facebook.

Giáo Sư Phạm Cao Dương, Tiến Sĩ Sử Học Đại Học Paris- Sorbonne, trước năm 1975 giảng dạy tại Đại Học Sư Phạm và Đại Học Văn Khoa Saigon, đồng thời là Giáo Sư Thỉnh Giảng tại các Đại Học Huế, Cần Thơ, Vạn Hạnh, Đà-Lạt, Cao Đài…Ngoài việc dạy học, GS Phạm Cao Dương còn là Hội Viên của các Hội Đồng Văn Hóa Giáo Dục, Hội Đồng Quốc Gia Khảo Cứu Khoa Học và Ủy Ban Điển Chế Văn Tự của Chính Phủ Việt Nam Cộng Hòa.

Trong phạm vi khảo cứu, Giáo Sư Phạm Cao Dương là tác giả của nhiều sách và bài nghiên cứu về lịch sử và văn hóa Việt Nam xuất bản bằng tiếng Việt, tiếng Pháp và tiếng Anh trong đó có các tác phẩm Vietnamese Peasants Under French Domination, do Trung Tâm Nam và Đông Nam Á, Đại Học Berkeley và University Press of America cùng ấn hành năm 1985 và nhiều sách hay tài liệu giáo khoa khác. Giáo Sư Dương cũng từng là cộng tác viên của Trung Tâm Nghiên Cứu Nam và Đông Nam Á của Đại Học Berkeley Hoa Kỳ và Trung Tâm Quốc Gia Khảo Cứu Khoa Học Pháp.

Sau năm 1975, ông định cư tại Hoa Kỳ và tiếp tục hoạt động trong các ngành giáo dục và nghiên cứu. Ông đã từng giảng dạy các môn về lịch sử, văn hóa và ngôn ngữ Việt  Nam Học tại các Đại Học UCI, UCLA, CSU Long Beach, CSU Fullerton…

Vietnam’s Viet-Laos cemetery contains the remains of thousands of people who died in the Vietnam War — but most are still unidentified.

Nature – Digging foundations for temples or schools, harvesting rice in paddy fields: these are some of the ways that the decaying remains of Vietnam War victims still turn up, 40 years after the conflict ended. Now an effort has begun that will use smart DNA technologies to identify the bones of the half a million or more Vietnamese soldiers and civilians who are thought still to be missing.

It is the largest ever systematic identification effort; only the identification of more than 20,000 victims of armed conflicts in Bosnia and Herzegovina during the 1990s comes close.

“When I was a 21-year-old in the medical corps there, I never imagined that such a project could ever become possible,” says Vietnam veteran and genomics pioneer Craig Venter, head of the J. The fishing ship KG 94059 TS, from the southern province of Kien Giang, was shot by a ship of the Thai Coast Guard on September 11, 2015, leaving Captain Ngo Van Sinh dead.

Vietnam has required Thailand to investigate a case in which a Thai police boat attacked some Vietnamese fishing ships last week, leaving a fisherman dead and two others injured, according to the Vietnamese foreign ministry.

Vietnam and Japan on Tuesday discussed measures to foster their bilateral relations and signed six cooperation agreements during the visit to Tokyo by General Secretary of the Communist Party of Vietnam Nguyen Phu Trong.

AMTI – In the early hours of 4 February 1945 two Australian commandos, Alex Chew and Bill Jinkins, paddled away from an American submarine, the USS Pargo, and landed on Woody Island in the Paracels. In the weeks beforehand, American airmen had reported seeing a French tricolour flying on the island and ‘Z Force’ had been tasked to investigate. Reuters – On a quiet river bend on the China-Vietnam border, a group of people clambered up a muddy bank. They had just glided across the river from the Vietnamese side in a longboat, guided by men on both banks signaling with flashlights.

The passengers scurried over to a group of men standing by their motorcycles, climbed aboard the bikes and disappeared into the night.
