TCCS – Tháng 1-2020, Tổng Thư ký Liên hợp quốc An-tô-ni-ô Gu-tơ-rết trong phát biểu về các ưu tiên năm 2020 của Liên hợp quốc đã nhấn mạnh vai trò của phụ nữ trong tham gia, giải quyết các thách thức toàn cầu, bao gồm chương trình phụ nữ, hòa bình và an ninh. Đây cũng là vấn đề lần đầu tiên được Hội đồng Bảo an Liên hợp quốc chính thức thảo luận kể từ năm 2000. Đến nay, vấn đề này đã và đang được triển khai rộng khắp trên toàn cầu, đồng thời được lồng ghép đa dạng vào nhiều chương trình, hoạt động của Liên hợp quốc cũng như các quốc gia thành viên.

Có thể nói, vai trò và sự tham gia của phụ nữ trong công tác gìn giữ hòa bình được Liên hợp quốc nhìn nhận kể từ khi tổ chức này ra đời thông qua sự thành lập Ủy ban địa vị phụ nữ vào năm 1946. Nỗ lực bảo đảm bình đẳng giới cũng ngày càng được củng cố với việc Liên hợp quốc thông qua Công ước về xóa bỏ mọi hình thức phân biệt đối xử đối với phụ nữ (năm 1979), Tuyên bố về việc tham gia của phụ nữ trong thúc đẩy hòa bình và hợp tác quốc tế (năm 1982) và tổ chức các Hội nghị quốc tế về phụ nữ tại Thủ đô Bắc Kinh (Trung Quốc, năm 1995). Đặc biệt, năm 2000, Hội đồng Bảo an Liên hợp quốc đã thông qua Nghị quyết số 1325 về chương trình phụ nữ, hòa bình và an ninh, theo đó vấn đề phụ nữ, hòa bình và an ninh trở thành một trong những chương trình thảo luận chính tại Hội đồng Bảo an, sau đó được thúc đẩy tại nhiều cơ chế khác của Liên hợp quốc(1). Đây được coi là văn kiện quan trọng mang tính lịch sử, đánh dấu lần đầu tiên Hội đồng Bảo an ghi nhận ảnh hưởng của xung đột vũ trang đối với phụ nữ và trẻ em gái; thừa nhận những giá trị và đóng góp của phụ nữ đối với gìn giữ hòa bình, giải quyết xung đột và kiến tạo hòa bình. Nghị quyết nhấn mạnh tầm quan trọng của việc tham gia đầy đủ và bình đẳng của phụ nữ là những chủ thể năng động trong vấn đề hòa bình và an ninh.

Hiện nay, chương trình phụ nữ, hòa bình và an ninh được đề cập trong 10 nghị quyết của Hội đồng Bảo an(2) và là chủ đề thảo luận thường niên của Hội đồng Bảo an vào tháng 10 hằng năm theo hình thức thảo luận mở với văn kiện thông qua thường là Nghị quyết Hội đồng Bảo an hoặc Tuyên bố Chủ tịch của Hội đồng Bảo an(3). Một số khía cạnh khác của các chủ đề này cũng được khai thác thảo luận dưới hình thức cuộc họp Arria-formula(4). Chương trình phụ nữ, hòa bình và an ninh bao gồm bốn trụ cột chính: 1- Sự tham gia; 2- Ngăn ngừa xung đột; 3- Bảo vệ; 4- Cứu trợ và phục hồi(5).

Tình hình thực hiện chương trình phụ nữ, hòa bình và an ninh

Từ năm 2000 đến nay, tại Hội đồng Bảo an Liên hợp quốc, chương trình phụ nữ, hòa bình và an ninh được trao đổi, thảo luận xoay quanh các vấn đề: 1- Tăng cường vai trò và sự tham gia của phụ nữ trong tiến trình phòng ngừa, giải quyết xung đột, xây dựng và gìn giữ hòa bình. 2- Từ năm 2008, Hội đồng Bảo an đã thông qua các Nghị quyết số 1820, 1888, 1960, 2106, 2467, nhìn nhận các hình thức bạo lực tình dục đối với phụ nữ được coi là tội ác chiến tranh, tội ác chống lại loài người; các quốc gia có vai trò và trách nhiệm giải quyết nguồn gốc bạo lực đối với phụ nữ và trẻ em gái; nhấn mạnh vai trò của Hội đồng Bảo an trong tăng cường giám sát việc thực thi của các bên tham gia xung đột. 3- Thiết lập và tăng cường sử dụng các biện pháp đánh giá, theo dõi việc thực hiện các nội dung của chương trình phụ nữ, hòa bình và an ninh.
4- Đào tạo, tăng cường năng lực cho lực lượng phòng ngừa và giải quyết tình trạng bạo lực tình dục trong xung đột vũ trang; kêu gọi hình thành các nhóm chuyên gia tại nơi xảy ra bạo lực tình dục; tăng cường ngân sách dành cho đào tạo, phân tích và các chương trình giới. 5- Vai trò của phụ nữ trong các hoạt động gìn giữ hòa bình và phòng ngừa bạo lực tình dục trong xung đột vũ trang. 6- Vai trò của các tổ chức khu vực, tiểu khu vực trong củng cố chính sách, tăng cường vai trò, sự tham gia của phụ nữ và trẻ em gái trong tiến trình hướng tới bảo đảm lợi ích của phụ nữ và trẻ em gái bị ảnh hưởng bởi bạo lực tình dục trong xung đột vũ trang. 7- Vai trò của các tổ chức chính trị – xã hội (CSO) trong thúc đẩy sự tham dự của phụ nữ giải quyết xung đột, giải quyết bạo lực tình dục, xây dựng hòa bình…

Progress on the Sustainable Development Goals: The gender snapshot 2023

This publication is the latest instalment in the annual series jointly produced by UN Women and UN DESA. The report provides a comprehensive analysis of gender equality progress across all 17 Sustainable Development Goals (SDGs).

Halfway to the end point of the 2030 Agenda for Sustainable Development, the world is failing to achieve gender equality, making it an increasingly distant goal. If current trends continue, more than 340 million women and girls will still live in extreme poverty by 2030, and close to one in four will experience moderate or severe food insecurity. Growing vulnerability brought on by human-induced climate change is likely to worsen this outlook, as many as 236 million more women and girls will be food-insecure under a worst-case climate scenario.

The gender gap in power and leadership positions remains entrenched, and, at the current rate of progress, the next generation of women will still spend on average 2.3 more hours per day on unpaid care and domestic work than men. No country is within reach of eradicating intimate partner violence, and women’s share of workplace management positions will remain below parity even by 2050. Fair progress has been made in girls’ education, but completion rates remain below the universal mark.

With the clock ticking, urgency mounts.

This report advocates for an integrated, holistic approach to advancing gender equality, involving multistakeholder collaboration and sustained financial backing. Neglecting to amplify efforts and invest in gender parity jeopardizes the entire 2030 Agenda for Sustainable Development.

“I had two options: to marry an addict and live a life of misery or take my own life,” said the 18-year-old in a phone interview from her home in central Ghor province. “I chose the latter.”

It was not an isolated act of desperation. Since the Taliban took control of Afghanistan in the summer of 2021, there has been a disturbing surge in the number of women taking their own lives or attempting to do so, data collected from public hospitals and mental health clinics across a third of Afghanistan’s provinces shows.

Spain team quits as federation boss refuses to resign in kiss scandal

MADRID, Aug 25 (Reuters) – Spanish soccer boss Luis Rubiales on Friday refused to resign for grabbing star player Jenni Hermoso’s head and kissing her on the lips after Spain’s Women’s World Cup victory, leading the national team to mutiny and the government to denounce his “macho actions”.

In a joint statement sent via their FUTPRO union, all 23 of the cup-winning squad including Hermoso, as well as 32 other squad members, said they would not play internationals while Rubiales remains head of the Royal Spanish Football Federation (RFEF).

In the same statement, Hermoso denied Rubiales’ contention that the kiss he gave her at the medal ceremony after Spain beat England 1-0 in the final in Sydney, Australia, was consensual.

Sydney, Australia – The success of the World Cup in Australia and New Zealand has led to some grand predictions about the future of women’s football – and perhaps the boldest is that it will eventually surpass the men’s game.

“I’ve always said this and people thought I’m crazy but I think women’s football will be bigger than men’s football”, former New Zealand captain Rebecca Smith told Al Jazeera.

Taliban edicts suffocating women and girls in Afghanistan: UN experts

GENEVA (19 June 2023) – Relentless edicts issued by the Taliban since taking power in Afghanistan in August 2021 have severely restricted the rights of women and girls and suffocated every dimension of their lives, UN experts* said today.

“Women and girls in Afghanistan are experiencing severe discrimination that may amount to gender persecution – a crime against humanity – and be characterised as gender apartheid, as the de facto authorities appear to be governing by systemic discrimination with the intention to subject women and girls to total domination,” the experts said.

Behind the Scenes, in the Forefront: Vietnamese Women in War and Peace

This essay explores contributions to Vietnamese history by Việt Nam’s first historical generals (who were women) as well as by women from the Vietnamese Communist Party’s early years through the French-American War (1945–1954) and the American War (1954‒1975). It discusses how women used Confucian subservience, gender-determined dress, and traditional roles to supply local soldiers, gather intelligence, and resist the French and American armies. I provide information, documents, and photographs gathered by completing annotated book translations and by engaging in conversations and interviews conducted in Vietnamese over the course of nearly fifty years, including accounts from both famous and ordinary Vietnamese women. Their stories are unique yet representative of the experiences of many wartime participants.

Vietnamese Women in War and Peace

When we think about the French-American War (1945‒1954) and the American War in Việt Nam (which Americans often call the Vietnam War, 1954‒1975), we should address a seldom-spoken truth: Since the Vietnamese fought a people’s war (toàn dân—all the people), demographics suggest that half of those fighting against the American-allied front were women. The story of these women begins in the first century C.E. with another seldom-spoken truth: The first Vietnamese historical (as opposed to legendary) personages were women.

Rooted in Ancient Matriarchy

From time immemorial, Việt Nam was a matriarchy with a well-established religion of mother goddesses, whom many Vietnamese still worship today (See Illus. #1, Hữu Ngọc 2016, 2017, 76–79). Matriarchy spawned Việt Nam’s first historical generals, the Trưng sisters— Trưng Trắc and Trưng Nhị (both ?–43 C.E.)—from an outlying district of modern-day Hà Nội. The Hán Chinese had occupied Việt Nam since 111 B.C.E. In 40 C.E., the sisters led a rebellion to avenge the death of Trưng Trắc’s husband, whom the Vietnamese annals say Chinese pro-consul Su Ting had assassinated. The sisters, their mother, and their women generals (whose names are known, affirming the sisters’ presence as historical characters) liberated Việt Nam from the Chinese. Before doing so, Trưng Trắc began Việt Nam’s tradition of generals writing poetry to galvanize their troops. Her “Oath at Hát River” in six-eight rhythm—a six-word line followed by an eight-word line—emphasizes the legendary Vietnamese Hùng Dynasty, which began in about 2870 B.C.E.:First pledge: Wash away the enemy Second pledge: Rebuild the Hùng Family’s ancient karma Third: Avenge injustices against my husband Fourth pledge: Execute this oath beginning to end (Borton 2007, 1).

31 triệu người dân nông thôn chưa được sử dụng nước sạch đạt chuẩn

Hiện nay còn 22% hộ gia đình nông thôn chưa có nhà tiêu hợp vệ sinh, 31 triệu người dân nông thôn chưa được sử dụng nước sạch đạt chuẩn. Điều này không chỉ gây ô nhiễm môi trường mà còn ảnh hưởng nghiêm trọng đến sức khỏe của người dân, đặc biệt là phụ nữ và trẻ em.

Hiện nay còn 22% hộ gia đình nông thôn chưa có nhà tiêu hợp vệ sinh

Thông tin trên được đưa ra tại Hội thảo về giải pháp tiếp cận nước sạch và vệ sinh an toàn cho phụ nữ và trẻ em nông thôn do Trung ương Hội Liên hiệp Phụ nữ Việt Nam phối hợp Quỹ nhi đồng Liên hợp quốc (UNICEF) tổ chức ngày 30/3 tại Hà Nội.

Hàng năm, tại Việt Nam có khoảng 20 nghìn ca tử vong do điều kiện vệ sinh không đảm bảo, 9.000 người tử vong do nguồn nước bị ô nhiễm… Vệ sinh môi trường yếu kém sẽ ảnh hưởng lớn đến sự phát triển kinh tế xã hội của đất nước. Mỗi năm, Việt Nam thiệt hại khoảng gần 800 triệu USD do tình trạng vệ sinh kém gây nên.

Tăng cường tiếp cận bảo hiểm thai sản cho phụ nữ Việt Nam

Mặc dù chế độ thai sản ở Việt Nam được coi là một trong những chế độ tốt nhất trong khu vực, các khoản trợ cấp này vẫn nằm ngoài tầm với đối với nhiều phụ nữ Việt Nam. Việc tăng cường tiếp cận bảo hiểm thai sản sẽ không những đảm bảo lợi ích cho phụ nữ và gia đình của họ mà còn thúc đẩy sự phát triển của doanh nghiệp và xã hội.

Những thành tựu và bài học kinh nghiệm của trong việc hỗ trợ giải quyết gánh nặng chăm sóc không được trả công trong cộng đồng đồng bào dân tộc thiểu số đã được tổ chức CARE Quốc tế tại Việt Nam, Đại sứ quán Canada tại Việt Nam, các cơ quan quản lý Dự án AWEEV – “Nâng cao Quyền năng Kinh tế của phụ nữ ở Việt Nam” tại Hà Giang và Lai Châu chia sẻ.

Công việc chăm sóc là hoạt động thiết yếu với cuộc sống của con người và tăng trưởng kinh tế bền vững. Nhưng trên khắp thế giới, công việc chăm sóc thường bị đánh giá thấp và mang tính phân biệt giới cao. 

Sự phân bổ theo giới của công việc chăm sóc không được trả công cũng khác nhau tùy theo hộ gia đình và cộng đồng, trong đó các yếu tố như tôn giáo, văn hóa và mức thu nhập có vai trò quan trọng, ảnh hưởng đến phụ nữ và trẻ em gái, những người phải chịu nhiều hình thức phân biệt đối xử đan xen nhiều nhất. Khi không có phụ nữ trong độ tuổi lao động chăm sóc, gia đình thường giao cho trẻ em, đặc biệt là trẻ em gái vị thành niên và phụ nữ lớn tuổi đảm nhận vai trò này.
