In 1989 I was one of the founding members of US-VN Trade Council, working to re-establish US-VN relationship.
Since the early 90's, I have established and managed VNFORUM and VNBIZ forum on VN-related matters; these forums are the subject of a PhD thesis by Dr. Caroline Valverde at UC-Berkeley and her book Transnationalizing Viet Nam.
I translate poetry and my translation of "A Request at Đồng Lộc Cemetery" is now engraved on a stone memorial at Đồng Lộc National Shrine in VN.
I study and teach the Bible and Buddhism. In 2009 I founded and still manage dotchuoinon.com on positive thinking and two other blogs on Buddhism.
In 2015 a group of friends and I founded website CVD - Conversations on Vietnam Development (cvdvn.net).

HANOI : A chronic shortage of engineers in Vietnam is emerging as a major challenge to the growth of its semiconductor industry and to U.S. plans of fast-tracking the Southeast Asian nation as a chips hub to hedge against China-related supply risks.
Semiconductors are expected to be a focal point when U.S. President Joe Biden visits Hanoi from Sept. 10 with the goal of formally elevating ties between the two countries. He will offer Vietnam support to boost its chips production, U.S. administration officials said.

When an airplane owned by Russian warlord Yevgeny Prigozhin plummeted in a fiery crash northwest of Moscow last week, observers in Russia and around the world immediately recalled two indisputable facts. First, that Prigozhin had openly challenged Russian President Vladimir Putin, and second, that countless others who had defied Putin have met untimely, violent deaths.

In the quest to understand what happened, one other fact was clear: The Kremlin was not the place to seek straightforward, credible answers. The Kremlin’s word is, shall we say, not a good source for independent, reliable truth.

The current overlapping crises of COVID-19, climate change, rising levels of conflict, and a global economic slowdown are inflaming long-standing challenges—exacerbating inequality and deep-rooted systemic inequities. Addressing these challenges will require social sustainability in addition to economic and environmental sustainability. Social Sustainability in Development: Meeting the Challenges of the 21st Century seeks to advance the concept of social sustainability and sharpen its analytical foundations. The book emphasizes social sustainability’s four key components: social cohesion, inclusion, resilience, and process legitimacy. It posits that •Social sustainability increases when more people feel part of the development process and believe that they and their descendants will benefit from it. •Communities and societies that are more socially sustainable are more willing and able to work together to overcome challenges, deliver public goods, and allocate scarce resources in ways perceived to be legitimate and fair so that all people may thrive over time. By identifying interventions that work to promote the components of social sustainability and highlighting the evidence of their links to key development outcomes, this book provides a foundation for using social sustainability to help address the many challenges of our time.

Amazon Nations Gather in Brazil to Talk Shared Rain Forest Protection Policy
The eight nations of the Amazon Cooperation Treaty Organization are discussing joint goals for rain forest protection (AP) during a two-day summit that begins today in the Brazilian city of Belém. While several member countries have announced domestic rain forest protection goals, the forty-five-year-old bloc has only held three summits to date, the most recent being in 2009. Brazilian officials said they hope revived political coordination can improve conservation results, while some twenty thousand Indigenous people have held parallel events outside the summit to push for a bigger voice in forest governance. The summit declaration is expected to include announcements on fighting cross-border organized crime and protest what Amazon countries see as unfair trade barriers in the name of environmental protection, Folha de S.Paulo reported. Tomorrow, Amazon countries will meet with (Reuters) envoys from Indonesia, the Democratic Republic of Congo, and the Republic of Congo—three other major rain forest nations—and are expected to announce a joint declaration on global forest protection.
Top of the Agenda Nigeria Cuts Power Supply to Niger as Neighbors Debate Coup Response
Nigeria cut off its electricity supply to Niger as part of sanctions imposed in response to the military’s decision to overthrow the country’s government last week, AFP reported, while the World Bank announced that it was suspending development aid (AFP) other than private-sector partnerships. A bloc of West African nations led by Nigeria is meeting for a second day of talks today on how to respond to the coup, while U.S. President Joe Biden called today for the release (VOA) of Niger’s ousted president and ordered a partial evacuation of the U.S. embassy in the capital, Niamey.
While the Economic Community of West African States (ECOWAS) has reacted strongly to the coup with sanctions and threats of military action, Niger’s military has leaned on other military regimes nearby. Yesterday, a Nigerien coup leader met with Mali’s military government (NYT), which has close ties with the Russian private military company Wagner Group.
NEW YORK; August 1, 2023, Asia Society – A new Task Force on U.S.-China Policy report, Prioritizing Southeast Asia in American China Policy, lays out reasons why Southeast Asia is a critically important but under-appreciated region when it comes to U.S. interests and U.S. competition with China, and recommends actions for the U.S. government, in the face of China’s growing influence in the region.
Economic growth has slowed in 2023 as tighter financial conditions weakened investment and consumer demand. Market adjustment to changing conditions in Vietnam has been held back by poor compliance with corporate reporting rules in both the private and public sectors.
Vietnam’s economic performance in 2022 beat expectations, lifted by strong export growth and a recovery in domestic consumption after the difficult years of the pandemic. Robust demand growth at home and abroad helped economic growth achieve 8.02 per cent for the year, second only to Malaysia in East and Southeast Asia.

Unfortunately, the rebound lost steam early this year. Demand in Vietnam’s main export markets weakened as central banks raised interest rates to control inflation. The Fed Funds rate – the interest rate at which the US Federal Reserve loans money to commercial banks – rose from near zero in April 2022 to 5 per cent last month, the highest in 15 years. Despite interest rate hikes, inflation has remained high around the world, even as energy prices moderated.
