DW.com Israeli Prime Minister Netanyahu continues to oppose a cease-fire despite pleas from around the world. In the meantime, more than 200 hostages are still being held captive by Hamas, and civilian casualties in Gaza are growing amid Israel’s ongoing offensive.
More than five weeks into Israel’s war with Hamas, Prime Minister Benjamin Netanyahu has not outlined his future vision for Gaza.
He has said many times the war will continue until Hamas is eradicated. But his battle plan for achieving that objective is far from clear.
As calls grow louder around the world for a ceasefire, Israel is finding itself under increasing pressure to respond. This is placing more scrutiny on Netanyahu’s overall strategy for prosecuting the war – and what could happen after it’s over.
China’s alleged abuse of the world’s oceans was examined in recent studies into its vast fishing fleet, which is accused of destroying maritime ecosystems far from its shores and perpetuating the industry’s forced labor practices.
China-flagged ships on the high seas were involved in “theft on a grand scale, unrestricted warfare on natural resources,” said a report by the SeaLight project, which says it uses “commercially available technology to shed light on the maritime ‘gray zone.'”
Illegal, unregulated and unreported (IUU) fishing by Chinese vessels was happening throughout the Asia-Pacific, including within other countries’ exclusive economic zones (EEZ), according to SeaLight, which is under Stanford’s Gordian Knot Center for National Security Innovation.

In Manila, capital of the Philippines, activists scuffle with police while marching toward the United States Embassy in solidarity with the Palestinians. In Washington, D.C., a river of people fills the National Mall in support of Israel — a sea of Israeli and U.S. flags.
President Joseph R. Biden, Jr. today held a Summit with President Xi Jinping of the People’s Republic of China (PRC), in Woodside, California. The two leaders held a candid and constructive discussion on a range of bilateral and global issues including areas of potential cooperation and exchanged views on areas of difference.
President Biden emphasized that the United States and China are in competition, noting that the United States would continue to invest in the sources of American strength at home and align with allies and partners around the world. He stressed that the United States would always stand up for its interests, its values, and its allies and partners. He reiterated that the world expects the United States and China to manage competition responsibly to prevent it from veering into conflict, confrontation, or a new Cold War.

In just over half a century, the liquefied natural gas (LNG) industry has radically transformed from its nascent stages into a globally traded energy source. LNG trade has quadrupled over the past two decades and is poised to double again in the next 20 years.
While LNG trade is becoming more liquid and inclusive, it remains disproportionately concentrated in production and consumption. Three countries – Japan, China, and South Korea – accounted for half of the world’s total LNG imports in 2022. Meanwhile, another three – Qatar, Australia, and the United States – commanded a staggering 65% of global exports. Despite this stark concentration, the sector is interdependent, and supply disruptions in one corner of the globe can send shockwaves across the entire market.
Russian President Vladimir Putin’s regime is so desperate for recruits that Moscow is offering a sign-on bonus of 495,000 rubles, or about $5,200, to people in the neighboring country of Kazakhstan if they join the Russian army, Reuters reported on Thursday.
Kazakhstan is a former Soviet republic home to about 3.5 million ethnic Russians, who make up nearly 18% of the country’s population of about 19.5 million people.
The online recruitment ads feature the flags of Russia and Kazakhstan alongside the slogan “Shoulder to shoulder,” per Reuters. The posts offer the 495,000-ruble one-off payment, a monthly 190,000-ruble salary, and other benefits for those who ink a contract with the Russian military, per the news agency.
The ads lead to a website that offers people a chance to join the Russian army in the country’s far eastern Sakhalin region — where an organization set up by the local government is doing the recruitment, according to Reuters.

Phu Quoc authorities have pledged to improve the quality of tourism services on the island and prevent price gouging as they seek to reverse the recent slump in tourism.
They said they would establish an inspection team with officials from various agencies to check the quality and prices of tourism services during the peak holiday season comprising Christmas, New Year and Lunar New Year.

Nghị quyết 1325 – nền tảng xuyên suốt
Chia sẻ tại Hội thảo tham vấn quốc gia về dự thảo Chương trình hành động quốc gia về phụ nữ, hòa bình và an ninh ngày 6/11, tại Hà Nội, Thứ trưởng Đỗ Hùng Việt đã dẫn lời Charles Fourier, nhà tư tưởng người Pháp đầu thế kỷ XIX cho rằng “giải phóng phụ nữ là thước đo trình độ giải phóng xã hội”. Cùng với tư tưởng đó, Chủ tịch Hồ Chí Minh từng nhận định “Nói phụ nữ là nói phân nửa xã hội. Nếu không giải phóng phụ nữ thì không giải phóng một nửa loài người”.
Thực tế lịch sử đã cho chúng ta thấy, tăng cường vai trò của phụ nữ gắn liền với sự phát triển và tiến bộ của xã hội loài người. Chỉ khi phụ nữ được trao quyền, được bình đẳng, chỉ khi tiếng nói và kinh nghiệm của phụ nữ được coi trọng và nâng cao thì các giải pháp mới thực sự mang tính toàn diện, bền vững và lâu dài.
Với nhận thức và tư duy đó, theo Thứ trưởng Đỗ Hùng Việt, phong trào đấu tranh vì quyền của phụ nữ và bình đẳng giới đã đạt nhiều bước tiến quan trọng, trong đó phải kể đến thành tựu về Chương trình nghị sự về Phụ nữ, hoà bình và an ninh (PNHBAN).
Nghị quyết 1325 (2000) của Hội đồng Bảo an Liên hợp quốc (HĐBA LHQ) đã đánh dấu sự ra đời của Chương trình nghị sự quan trọng này, với 2 mục tiêu: Bảo đảm tốt hơn các quyền của phụ nữ, trẻ em gái và thúc đẩy sự tham gia của phụ nữ trong mọi mặt giai đoạn của tiến trình giải quyết xung đột, xây dựng hoà bình.

TCCS – Tháng 1-2020, Tổng Thư ký Liên hợp quốc An-tô-ni-ô Gu-tơ-rết trong phát biểu về các ưu tiên năm 2020 của Liên hợp quốc đã nhấn mạnh vai trò của phụ nữ trong tham gia, giải quyết các thách thức toàn cầu, bao gồm chương trình phụ nữ, hòa bình và an ninh. Đây cũng là vấn đề lần đầu tiên được Hội đồng Bảo an Liên hợp quốc chính thức thảo luận kể từ năm 2000. Đến nay, vấn đề này đã và đang được triển khai rộng khắp trên toàn cầu, đồng thời được lồng ghép đa dạng vào nhiều chương trình, hoạt động của Liên hợp quốc cũng như các quốc gia thành viên.

Có thể nói, vai trò và sự tham gia của phụ nữ trong công tác gìn giữ hòa bình được Liên hợp quốc nhìn nhận kể từ khi tổ chức này ra đời thông qua sự thành lập Ủy ban địa vị phụ nữ vào năm 1946. Nỗ lực bảo đảm bình đẳng giới cũng ngày càng được củng cố với việc Liên hợp quốc thông qua Công ước về xóa bỏ mọi hình thức phân biệt đối xử đối với phụ nữ (năm 1979), Tuyên bố về việc tham gia của phụ nữ trong thúc đẩy hòa bình và hợp tác quốc tế (năm 1982) và tổ chức các Hội nghị quốc tế về phụ nữ tại Thủ đô Bắc Kinh (Trung Quốc, năm 1995). Đặc biệt, năm 2000, Hội đồng Bảo an Liên hợp quốc đã thông qua Nghị quyết số 1325 về chương trình phụ nữ, hòa bình và an ninh, theo đó vấn đề phụ nữ, hòa bình và an ninh trở thành một trong những chương trình thảo luận chính tại Hội đồng Bảo an, sau đó được thúc đẩy tại nhiều cơ chế khác của Liên hợp quốc(1). Đây được coi là văn kiện quan trọng mang tính lịch sử, đánh dấu lần đầu tiên Hội đồng Bảo an ghi nhận ảnh hưởng của xung đột vũ trang đối với phụ nữ và trẻ em gái; thừa nhận những giá trị và đóng góp của phụ nữ đối với gìn giữ hòa bình, giải quyết xung đột và kiến tạo hòa bình. Nghị quyết nhấn mạnh tầm quan trọng của việc tham gia đầy đủ và bình đẳng của phụ nữ là những chủ thể năng động trong vấn đề hòa bình và an ninh.
Hiện nay, chương trình phụ nữ, hòa bình và an ninh được đề cập trong 10 nghị quyết của Hội đồng Bảo an(2) và là chủ đề thảo luận thường niên của Hội đồng Bảo an vào tháng 10 hằng năm theo hình thức thảo luận mở với văn kiện thông qua thường là Nghị quyết Hội đồng Bảo an hoặc Tuyên bố Chủ tịch của Hội đồng Bảo an(3). Một số khía cạnh khác của các chủ đề này cũng được khai thác thảo luận dưới hình thức cuộc họp Arria-formula(4). Chương trình phụ nữ, hòa bình và an ninh bao gồm bốn trụ cột chính: 1- Sự tham gia; 2- Ngăn ngừa xung đột; 3- Bảo vệ; 4- Cứu trợ và phục hồi(5).
Tình hình thực hiện chương trình phụ nữ, hòa bình và an ninh
Từ năm 2000 đến nay, tại Hội đồng Bảo an Liên hợp quốc, chương trình phụ nữ, hòa bình và an ninh được trao đổi, thảo luận xoay quanh các vấn đề: 1- Tăng cường vai trò và sự tham gia của phụ nữ trong tiến trình phòng ngừa, giải quyết xung đột, xây dựng và gìn giữ hòa bình.2- Từ năm 2008, Hội đồng Bảo an đã thông qua các Nghị quyết số 1820, 1888, 1960, 2106, 2467, nhìn nhận các hình thức bạo lực tình dục đối với phụ nữ được coi là tội ác chiến tranh, tội ác chống lại loài người; các quốc gia có vai trò và trách nhiệm giải quyết nguồn gốc bạo lực đối với phụ nữ và trẻ em gái; nhấn mạnh vai trò của Hội đồng Bảo an trong tăng cường giám sát việc thực thi của các bên tham gia xung đột. 3- Thiết lập và tăng cường sử dụng các biện pháp đánh giá, theo dõi việc thực hiện các nội dung của chương trình phụ nữ, hòa bình và an ninh. 4- Đào tạo, tăng cường năng lực cho lực lượng phòng ngừa và giải quyết tình trạng bạo lực tình dục trong xung đột vũ trang; kêu gọi hình thành các nhóm chuyên gia tại nơi xảy ra bạo lực tình dục; tăng cường ngân sách dành cho đào tạo, phân tích và các chương trình giới. 5- Vai trò của phụ nữ trong các hoạt động gìn giữ hòa bình và phòng ngừa bạo lực tình dục trong xung đột vũ trang. 6- Vai trò của các tổ chức khu vực, tiểu khu vực trong củng cố chính sách, tăng cường vai trò, sự tham gia của phụ nữ và trẻ em gái trong tiến trình hướng tới bảo đảm lợi ích của phụ nữ và trẻ em gái bị ảnh hưởng bởi bạo lực tình dục trong xung đột vũ trang. 7- Vai trò của các tổ chức chính trị – xã hội (CSO) trong thúc đẩy sự tham dự của phụ nữ giải quyết xung đột, giải quyết bạo lực tình dục, xây dựng hòa bình…

The China Overseas Ports interactive visualizes degrees of China’s overseas port ownership by types of investment across regions and time. It also evaluates the dual-use (commercial and military) potential of ports owned, constructed, or operated by Chinese entities. The database supporting this interactive includes 101 port projects of which Chinese entities have acquired varied equity ownership or operational stakes. China operates or has ownership in at least one port in every continent except Antarctica. Of the 101 projects, 92 are active, whereas the remaining 9 port projects have become inactive due to cancellation or suspension by the end of September 2023. Reasons for cancellation or suspension include environmental concerns, souring of political relations, financial problems, and security issues raised domestically and internationally. Suspended projects, such as China’s construction of the Khalifa Port in the United Arab Emirates, could resume construction.
